Powerhouse area, at night, just after generation would be best. Baitfish imitations or shad. Pretty small fish, you don't need heavy tackle or fly line.

Retraction, The power plant fence has been raised and posted Federal Property NO TRESPASSING.
The Generation has been running non stop 24 / 7 so there's never any slack water.
I'm still trying to find a way to catch them but have yet to master any technique, I may catch 1 or two small 12 - 14" but it's never consistent.
To throw another twist the gates that control flow Read Left to Right total 4 When they open 3 & 4 the current will curl and form an eddy, that's the best spot but sand bass are in there too.
Any other combination of gate openings and it's ridiculous how hard it is to catch anything. If you are so lucky as to catch one you'll likely lose it trying to lift it over the fence or keep it on to the end of the fence and then lift it over. I"ve been chasing them for the past 5 years and my biggest to date is 7 Lbs.
I'm heading there tomorrow and will be there rain or shine until the 3rd. feel free to introduce yourself and we'll try to figure them out together. I know of no other place or technique to catch the toothy Basta%$#&*

Ahhh Techniques and Lures.....
If Slack no generation day or night literally NO IDEA.
Generating 1 Gate... 1/2 Oz. Chrome Slabs bounced off the bottom on a tight line - you'll lose a few and until you get most of the old line out of the river, if it's real bad i'll use 85 lb. Braid 7' Swimbait Rod and a big treble.
Generating 2 Gates 3 /4 Oz Slab or 1 Oz. Shad Head and 4" White KVD Perfect Minnow. Constant contact bounced off bottom. Crazy difficult to feel the bite.
If you dare to wade over the fence know this.... it's 12 ft. deep to the left and a sheer drop = Zero Warning I've witnessed a drowning and don't want to ever see another one here.
IF You know where to wade you can without even getting your Nuts wet, but it's taken me years to figure it out and you can't possibly figure it out from reading the water.
Again, if I'm down there let's give it a shot, but i promise it's not the easiest fish in the river to catch.
