I read in Ok, parks and wildlife that Ok regards soft plastics as bait. If so, does that apply to flies made with rubber legs or bodies. Or what about foam or sponge. I saw a san juan worm variation that was made from rubber. www.youtube.com/watch?v=vg74JLa9zFMWould this be legal in the red zone?

That's interesting. I've always figured that pertained to things like scented plastics- powerbait salmon eggs, etc, but I'm likely wrong.

This has come up before and if I recall correctly, it does not apply to flies that include rubber legs or preformed rubber bodies. I believe it targets the rubber/soft plastic worms and jigs. I recently saw a worm pattern fly that is tied using Spirit River Wormy-Squirmy. The rules against soft plastics could possibly apply to these, As these worm patterns seem to be gaining in popularity, ODWC might need to specifically address such materials used in "fly" fishing. If the ruling is that such material is OK as a worm pattern imitating small aquatic worms, then where does the line get drawn? This could open-not a can-but a bucket of worms when it comes to enforcement.

^^^correct. I emailed the wildlife department, does not apply to rubber legs, midge tubing fly tying types of materials.

So why call soft plastic, bait? It's an artificial. A mepps comet killer combo is a black fury spinner with a hard rubber minnow on it. would that be legal? Attachments:

Because of things like berkley power worms, berkley trout worms. That spinner should be legal it's not a scented plastic bait.

Seems like the minnow is ok (unless it has any scented chemicals added), just cut off two hooks of the treble and crimp the barb...
